“39 million is the cost of a five-year license. Under the law, operators pay one-fifth of the license every year. Since the online monitoring system has not been introduced, according to the law, which is spelled out in the transitional provisions, the operator must pay three times the cost of an annual license,” – explained Boris Baum.
