Not that I know of.
Any online casino or sportsbook that gives you a bonus will almost always make you roll your bet over X amount of times or wait a certain time period.
Oddsmaker.com gave me a free $50, but I had to play 300 raked hands of poker and wait 30 days before I could make a withdrawl. That is the best offer I have come across but I haven't heard of any letting you withdraw free bonus money without meeting certain criteria.

No , they all require a lot of rollover in order to be able to request a payout. Typically they are only good for checking out how their system works without having to risk your own money. You'll find a few no deposit bonus sites at http://www.Casino-Ratings.net
